Allow prefix/suffix on Charts

Allow values on charts to show units along with the number. Instead of 5|10|20, the chart could use 5%|10%|20%. Data could still be entered as numbers, if there were a separate field for adding that prefix/suffix, like how it is done with the Counter block. Right now showing charts without those units can be confusing for users.
